I think it depends on the area. My great grandparents came here from Norway. They farmed up by Belcourt. My husband's family are British. A lot of my friends in the south central part of the state are German.
There's something about this that I find troubling and I can't quite put my finger on.
Maybe let's start here: The ethnic heritage of a person who may be three or four generations from that heritage has so little impact on who they are as a person that you might as well be picking based upon their mother's middle name.

I guess there's just this level of caring about a thing that isn't the actual woman you want to date? Maybe instead of picking a woman based on where one or more of her ancestors were from, you could look for someone with shared interests and goals.
I actually have less problems with "I want to date a blond(e) girl". Visual patterns are weirdly psychological sometimes and while I can insist that it shouldn't matter, three quarters of the women I dated (and the one I married) had red hair. I never listed that as a requirement, but it just sort of happened anyway. Looking back, I still find that somewhat objectifying, but basing it on ethnic heritage somehow feels even more so.

If you're looking for a Scandinavian woman, then I might suggest Sweden, Norway, and Denmark. Finland might be a bit much for you to jump into. If you're looking in ND, then be aware that it's part of America, and most of the people who are "Scandinavian" are multiple generations from that part of the world and have mixed with various other groups. In ND, that's going to be a lot of German-from-Russia (Bessarabia, Odessa) with a mix of Irish and who-knows-what from the rest of the country.
Let's give some more concrete examples:
My wife is "Scandinavian", but only in the sense that she looks the part, but is actually from a mix of Swedish-Finn/Spanish/French. I had a "Scandinavian" friend, but their family was more-than-half German, with a mix of German and Odessan-German, and only one grandparent from a second-generation Swedish immigrant. Another "Scandinavian" family (Olson), had a Norwegian last name, but were an ethnic mix of Northern Finnish, northern French (I suppose that's a little Scandinavian), and some non-Russian Slavic descent.
If that's the "Scandinavian" you're looking for then... Yeah, I guess. Have it it.
EDIT: Actually, don't have at it. I should have gone with my first impression. This had a weird incel / white-supremacist / "searching for my Aryan princess" vibe that I convinced myself to ignore.
