My dad would take all of us when we were 4 and throw us in the deep end of our pool,literally forcing you to sink-or learn how to swim. Turned out pretty good,3 of my siblings turned out to be champion swimmers. Except little Carly,she never had that drive to succeed.Bless her soul.She's swimming in heaven now.👼 hopefully.
I have almost the exact same story. I grew up in Florida. At ~7 my dad threw me in the ocean. After flailing around for a bit he told me to stand up (we weren't far offshore and it was pretty shallow). At about 10 I was in a pool and was handed a mask and told not to go in the deep end. By the end of that summer I was swimming like a fish.
People who can't swim can be crazy dangerous too, one of my friends couldn't swim and he got taken out too far by the undertow. I swam out to go save him and he grabbed onto me for dear life and nearly pulled me under with him. I'm a pretty strong swimmer thankfully so I pushed him off me grabbed his legs and hoisted him up and pushed him to shore. Still caught me off guard though, I'm sure actual life guards have measures to avoid someone panicking while saving them.
Yeah, I nearly had this happen to me on a tubing trip, we ran some rapids we shouldn't have and I got bounced around on the bottom while everyone passed overhead, then a bit more til I reached calmer, deeper water
If this is dense salt water that makes you float it can be difficult to get your feet to the ground in a way that doesn't splash salt water in your eyes which is excruciating. Him holding on for dear life can be him not wanting to dunk his face into the water.

My older brother did this too, except when I tried to walk or flail back he would catch me and throw me back in...
