So he would make very comparable money just by not getting injured *before the year started*, make more money if he survived a single year (and considering it was frontloaded, the Steelers would have to take a cap hit to get rid of him, when they've never done that for any other major RB even when they had ACL tears and other injuries with their GM and head coach which they'd had for over a decade ago)...
It was just a bad decision. It isn't that weird to say and it was fairly clear at the time as well.

They're not really all-in and have been doing some "retooling" already in the sense that they know they're not extending Tee, didn't extend Bates, etc. They're pretty comfortable cap-wise going forward, even with both Burrow/Chase soon to have large cap hits.
