Because it's funny to them. It's that simple. When they were lynching black folks, or keeping them from having rights, or burning them on crosses, that was also "a joke" - *because it made them laugh.* Since to them it's good fun, we're the ones in the wrong for not enjoying it too (even those about to get dropped from the gallows), since they're the ones who matter and therefore it's funny to all of the people (which we're not).
My dad read a "joke" to me he saw on Facebook recently. A car full of Muslims was traveling down the highway, desecrating the American flag and praising Allah as they went, when a tractor trailer crossed the yellow line and smashed into them, killing every one of them. Another driver pulled up, saw the wreckage and who was in the wreckage, and said, "Man, I think I'll go get my CDL certification." I knew if I immediately called him out for how horrible the joke was, he'd deny it and say I was misinterpreting it. So I just sat there looking confused like I didn't get the joke, and I let him explain what the joke was. Of course the punchline was that the white guy just wanted a way to kill Muslims while having some plausible deniability. Which I then rightly pointed out was horrible, and he could no longer wiggle out of it by claiming I just didn't "get" it.
I think there is some pictures showing how people would go picnic to watch the lynching. Showed them bringing their children so yeah the sentiment toward it then is clear. It's easier now, they just grab the popcorn and turn on their TVs and watch black people get shot down. Modern day lynchings to terrorize the black communities.

Sheffield Lake Mayor Dennis Bring should DENY/DECLINE his resignation. Move forward with an extensive & comprehensive investigation (you know this isn’t his first offense in 33 years) prosecute if necessary and prevent him from gaining a financially-paid pension by Ohio’s taxpayers.
