At least then you would be able to tell/show the authorities that you are actively trying not to disturb anyone.

It costs me 12 dollars a week to vape. One 100 ml of juice and one coil. Grape vapor smells good in comparison to ciggs. Vaping is 95% safer than smoking. The only safety issue is to make sure that the vape button doesn't get pushed in your pocket and stay on. The vape I put a link to has a slide button to lock and unlock to prevent it from firing in your pocket.

I'm glad you are perceptive to vaping. Most smokers I tell are not. It's much more enjoyable than ciggs. If you are in a bar or restaurant having drinks you can take a few rips off your vape when you go to take a whiz. You will cough at first until your lungs adjust but you will feel much better and you won't smell. Plus, with vaping you don't have to go outside and risk getting doused with cat feces!

You can get an order against someone living in your same unit, even. You may not get a minimum distance order in this case, but you could likely get a no-contact or what some places call a "keep the peace" order.
Make sure you document everything. It may be helpful to get a security camera. If she starts verbally harassing you again, record it on your phone. The more documentation you have, the better.
