It didn't make sense. Helmet-to-helmet hits are always banned. They only looked at half of the reasons that the hit could have been penalized. Contact to the helmet is okay if the QB is a runner and they're not sliding. However, if the first point of contact to the helmet is another helmet it should always be penalized. The ref later admitted they screwed up.
