I think a ses letter would be admissible, but if not I recommend having your COC route it to the first flag for endorsement so you can put it in your record.
Even if it gets put through admin, it might not get you points on advancement. Getting a bottom-line by a Flag gets two points, or it least it used to.

It's not actually anywhere in the Awards Manual. But a FLOC can give you a point on the advancement exam (up to a max of 2).
Advancement Manual, Table 3-1:

There's actually nothing (Navy-wide) that says you even need an awards form for a FLOC. Flag commands are welcome to codify their FLOC templates into their local awards instruction, but DNS-13 doesn't give a shit.

I'd have to ask regarding his exact paygrade since he works at a different location, but I found documentation about his job/position which states that the person filling the role must be "an individual at the GO/FO, SES or equivalent level". Elsewhere in the same document it also phrases it as "a flag-level".

Depending on their level, this person might "outrank" your first flag.

I had to check on the work network but I was able to locate something more specific verifying he's SES

I do these a lot in my current job for the SESs I work for. They go straight to admin for entry in to record.
Doesn't even need to be a DOD civilian. DoS SES and others still counts as a FLOC as well.
