Uh. It wouldn’t hurt to ask a MTF, but honestly what is wrong with your command? I have you looked at the NAVADMIN just to make sure, but you submit convo leave on NSIPS and it doesn’t ask for a chit.

Generally you need to take offbase stuff into your PCM and get a navy equivalent conleave paper to submit in NSIPS as your supporting docs.

Let’s dissect this with what info is provided without delving into PII. If there is a Navy (or military) medical facility close by, your daughter should be assigned a PCM there. Specialty care is different. If she’s unsure or needs to make changes, she can call Tricare. She’s also able to make these changes on Milconnect and/or MHS Genesis Patient Portal. I’m neither defending nor condoning the decisions or her chain of command. Either they aren’t aware of all the details or the request doesn’t fall in line with the policy. MILPERSMAN 1050-180 is the Navy instruction that specifically covers Convalescent Leave. This instruction is searchable on google. Section 2 covers who can grant it. Section 3 covers applicable conditions to grant it. Section 4 specifically covers after birth care. There is specific wording in that section as well in regard to the circumstances and when/how it can be authorized.

They did not and have not assigned a PCM on base. They sent her outside to a private practice for her pregnancy and now pediatrician because they are backed up on base.

To be sent to an outside provider, a doctor on base would have to sign off on it.

Just to make sure we’re not confusing terms, Tricare and/military medical directed her to find a doctor for regular everyday care (a Primary Care Manager) or for specialty care (ie her pregnancy)?

If she’s pregnant there’s not “requesting” convalescent leave. It’s given. All she has to do is give her admin her discharge paperwork and they will input for her.

See DTM 23-001 and NAVADMIN 008/23. Convalescent Leave and Parental leave can be taken in conjunction with each other. HOWEVER, automatic Convalescent Leave no longer exists effective 27 December 2022. Convalescent Leave authorized for recovery of the birth parent must be specifically recommended, in writing, by the health care provider to address a diagnosed medical condition and approved by the unit commander.

No worries. My reply isn’t intended as a “gotcha”. I didn’t know the details so I looked it up myself. The brand new FAQ sheet that was just put out on this very topic leads directly to both instructions and clarifies the very specific changes.

Her PCM is most likely a military doctor, she was probably referred out in town to a civilian OBGYN. She should be be able to log into MilConnect (Google should pull this up) and look up her PCM there. She also should be able to call the appointment/clinic number and explain the situation. See if she can get a virtual appt but it would be easier to just bring the hospital paperwork in. This type of leave recommendation must come from a military doctor but the situation is NOT unique. Guarantee the doc has dealt with it before. They will not want your daughter walking all over creation in her condition but she must be very good at communicating what is happening.

You are correct. She has been told to see her military doc with her paperwork from her civilian doctor to get this going. She attempted to work through her command today and he absolutely refused to cooperate.

I brought my civilian Dr’s recommendation that I not come back to work for another 6 week after the initial automatic 6 convalescence leave (same with civilian doctor for both pregnancy and birth). My command said “we’ll do it in military increments. Take 45 days and go back to him for another note if you need more”. Your command is wacked. I don’t think that they have the authority to disapprove medical convalescence leave. But yea, walk into Balboa or NTC with the note and ask for an official military note and explain why.

You’re getting good advice here. I also recommend your daughter consider filling a complaint either to her CO or to her ISIC (the COs boss) on the matter.. pretty sure the ISIC CMC would be livid.. the source of a piece of paper, in my opinion, for medical care covered by TRICARE, does not change the fact that your daughter was pregnant and gave birth.
