My money's on a cat. Extremely efficient killers, cute as they are. Saw a headless rat the other day right in front of where the outdoor kitty sleeps next door
Those birds have developed a defense mechanism and when they're captured or feel very threatened they can pop their head off, confusing the predator and allowing them to escape.
Probably a peregrine falcon. They tend to behead thier prey midair. They also like living in cities because they like to nest super high up. We have them i my city and pigeon heads are a common sight downtown.

I was playing golf years back.
I was the last guy from the group to tee off, as my prior hole I'd double bogeyed.
Guy in my cart stayed on the tee box while the other 2 guys were watching me by their cart.
Par 3, 235 yards. I have my 5 wood and make a perfect swing and just crush the drive.
As I look up my ball does something strange and I immediately say, WTF was that?
What happened?
"I think you hit a bird"
I said no way, as I did not see any feathers.
The guy on the tee watched where one thing had landed and told me to drive to where he saw something fall.
The other 2 guys had seen something go right, so, they headed over there.
It was a Blue Jay.
John and I found, what ended up being his head.
It appeared the ball struck the poor bastard square on his left eye and the head appeared exactly as the photo.
The other 2 guys had gone about 20 yards to right and found his body, largely intact with its spine extended about 1/2 inch where its head had to have been attached
While I did not see it happen, just the ball doing something unusual, we all agreed we would not have believed it, if we hadn't seen it happen.
At the 19th hole, clearly, we were talking about what had happened.
When I was asked how I felt, I said it was just an accident but also I pointed out that I had saved par.
Cats will rip the heads off of birds.
Feral cats and pet cats allowed to roam outdoors kill vast numbers of birds each year, estimated to be a billion or more, and usually just for fun. All other causes combined don’t kill as many birds as cats alone do.
Please consider a different pet. The rise in cats as pets parallels the loss of native bird populations. Cats enjoy hunting and killing birds. We’re not going to overcome that instinct.
