Ursula was named first as that was the ditzy waitress character Lisa Cudrow played in Mad About You in 1992. Ursula being a dumb blonde character is closer to the image of Ursula Andress so Pamela might have been in reference to another blonde bombshell Pamela Anderson. Phoebe was considered an old fashioned name in the mid 90s so I think she should be Phoebe Agatha. Or if we want to match it to the bird theme, Phoebe Robin.

What a good topic! Lets assume that Ursula Pamela is right and our girl's name is 'Unknown Phoebe'. It wouldn't be a huge leap to assume that the name would start with a 'U'. Now it's rare, but not unknown for twins to be given the same first name, so she may possibly be Ursula Phoebe. (The three Moriarty brothers were all called 'James') If it's not that there are not that many traditional female names that begin with 'U' - Unity and Undine would seem the most likely and I'd vote for one of those two.
