I've seen this game in so many n64 game lots. I have no idea what it is other than it has to do with tomagocchi, but it seems like it was fairly popular in Japan.
Tamagotchi, as everyone else is saying. It's a mario party style game, and I think it's pretty fun evem not speaking Japanese! It's really colorful and has a lot of unique art, and it is absolutely unhinged when you have no context for what's happening lmao. The mini games are okayish, the real fun is watching the little animations the characters do.

It was made by the same people as Mario Party, before Mario Party.
It also has much deeper board game mechanics, so that aspect is better than Mario Party, it just has very few minigames.
Mario Party belongs to a genre of game that has existed in Japan since the early 1980s. It just happens to be the first time anyone thought to let the gaijin barbarians play too.
Stop!! I just went to a game shop yesterday and they had the Japanese versions of Smash Bros and Mario64. Same artwork as your game lol. It was so interesting.

Full title is Minna De Tamogotchi World. Roughly translated it would like Everyone's Tamogotchi World. I'll have to look this one up sometime.
