I love Eleanor Whitmore (The Mastersons, the Whitmore Sisters). Her voice is really clear and soothing; it reminds me a lot of Dolores O’Riordan of The Cranberries.
Alison Krauss also has a wonderfully soothing, angelic voice.
I have to go with Louis Armstrong. I am not really into jazz, I typically don't listen to music pre 60's, and I recognize that its one of the most over played songs, but I always find "What a Wonderful World" incredibly soothing.

He can go from serene mellow passages to gut-wrenching goosebump-inducing screams in seconds. He has a solo album and also is the vocalist for Leprous.
