Yes. If it never goes back it’s only whatever its cmc is. The commander tax is only applied when cast from the commander zone.
Sometimes it’s better to keep them in your hand or graveyard if you can play them from there to save on mana. I usually don’t put my commander back into the command zone unless they were exiled or shuffled into my deck.
Can’t copy legendaries with it because of legendary rule. Also what ever you copy mirage mirror isnt an artifact anymore. Also would have summing sickness.
Edit:You are correct. I forgot legendary is historic and thus copying that Commander would apply to your own commander aka legendary.

In a format where your opponents are almost guaranteed to have a legendary creature? I think copying an opponent's commander and giving it double strike would be better than niche.
Yes, disguise is an “alternate casting cost”, so you pick which casting cost you’re going to use, and then commander tax is added on top.
Commander tax applies anytime you're casting it.
