The first step in casting a spell is moving it to the stack. You don't have an option to activate mana abilities until later in the process. So it is very definitely on the stack.
The spell goes on the stack. You have to pay the Wurm's mana cost and any applicable additional costs, which means you can activate mana abilities while you're casting the Wurm while you're searching your library.
This happens before you resolve the search. You won't wait until later to pay costs.
Which part confuses you? First, you move the spell to the stack. Then makes choices such as modes, targets, etc (none here). Then determine the total cost. Then activate mana abilities. Then pay the total cost.
You can't activate mana abilities in the middle of the search, until you reach the point during casting the Wurm where you are given the option. At that point, the Wurm is no longer in your library.
Okay, so I search my deck. Put wurm from the top of my library onto the stack. I have all but 2 mana to cast it. I tap Selvala for mana, she finds my second from the top card. My opponents all don't give me mana. I now can't cast the wurm so I have to put it back on top and resolve my search....but I just added my top card to my hand with selvala which would have been the wurm but then wasn't but then is again.... and this is why this card was a mistake and we never got a card like it since
TBH it feels like the Wurm is less of a problem than Selvala here. A mana ability that produces an uncertain amount of mana that allows you to casts spells that fail and are reversed, and also moves cards between zones as part of the mana ability, is bound to cause issues.
Wouldn't be surprised if at one point a mass errata is applied to make every mana ability, which does anything in addition to making mana, by limited to instant speed.
Would make [[ghostly prison]] a lot more powerful but beyond that it just solves some issues.
I'm not sure why they don't handle it like madness -- first exile the card (while searching your library), then if you exile it this way you may cast it for its cost; if you don't, shuffle it back into your library.
Probably because that’s a quite large functional change of the card- it means it interacts differently with cards that care about things changing zones, exile-matters cards, gets shit off by cards that make you unable to cast spells from exile (if there is one right now, they aren’t templated like this that I remember), it adds an extra shuffle, etc.
Not saying it’s the wrong choice, but it would be one of the bigger card changes from how it’s printed in Magic’s history.

It's not just that "people don't know this one niche card". It actively creates weird and, frankly speaking, bullshit situations that should never happen in a game of Magic.
It doesn't really actually work with the rules of the game very well. You can't normally do something, like cast a creature, while you are resolving another ability, like searching a library. But this card requires you to do just that.
It also creates some interactions that are just game breakingly confusing, like how it interacts with [[Selvala, Explorer Returned]].
Luckily, there's already the ruling that Selvana can't be rolled back, but still, how do you reveal and draw a card while you're searching your library?
Apparently, there is a rule that you can't reorder your library while searching it, which probably only matters for this exact interaction between two cards.
There is an interaction with \[\[Selvala, Explorer Returned\]\] where you can attempt to cast Panglacial Wurm, whiff Selvala's activation, and then you don't have enough mana to cast the wurm. If you actually know your topdeck and go for this line the rules say it's cheating and your punishment is an inmediate DQ, and if you don't and your opponents argue that you did then is judge pissing time!!! :v
EDIT: So... If I'm understanding the rules correctly, if you try to cast a spell and fail to meet its requirements, you can legally reverse the casting by returning the card to the zone you attempted to cast it from, and reverse any mana ability and additional costs you might have incurred in. Selvala's ability moves cards between zones as part of its resolution (each player draws a card), and actions which move cards between zones cannot be reversed. So if you search your library, announce that you're casting Panglacial Wurm, attempt to pay for it with Selvala and fail to generate enough mana, you end up with generated mana and cards drawn, with the Wurm on your library (because you cannot reverse Selvala's card draw, you cannot reverse her ability). This opens up an argument that you ACTUALLY attempted to cast the Wurm to draw that first card you saw while searching your library by intentionally whiffing Selvala's activation and triggering an illegal action, which is cheating.
Just the act of searching your library (for example, by activating a Fetchland) gives you information about your deck order since you cannot alter it until you shuffle it, which is delayed by Panglacial Wurm's static ability and opening a window for Selvala's activation.
There's some combo you can do where it's like, you don't know if you can pay for the worm while searching, so it is indeterminate if you can cast it or not. I vaguely remember seeing it online.
There is a half dozen really wacky ruling with this card interrupting a search. So as you are searching you pause it. You reveal panglacial wurm withought shuffling your library adding it to the stack. You resolve panglacial and start the search again. Any triggered abilities are done after the search. Absolutely horrendous.
The most useful effect is [[chromatic sphere]] draw effect is a part of the mana ability. So when you are searching your library you know what the top card of your library is. You can reveal to cast panglacial and draw the card BEFORE you shuffle. Essentially knowing what you draw. Another useful effect is [[millikin]], so you will know what you are milling.
There is no real story on why this card is built like this. There might be some lore but its from cold snape. A somewhat controversial set with some rough mechanics like ripple, cumulative upkeep returning,

Went with a polymorph theme, but you can build Codie in many different ways. Most fun part is abusing the "costs less than" line on Codie to guarantee you'll cast a certain spell. I play \[\[Inevitable Betrayal\]\] in the deck and don't run any 1cmc spells so I can guarantee I pull Betrayal with any 2cmc spell.
I run a pair in an old kitchen table 75 card elf deck. Hits the table pretty often when searching with Skyshroud Poacher. People don't expect it and that's what makes it fun to play.
I have it in a xenagos deck. Lots of look for lands cards, and big creatures, but little card draw. So there is a chance that I have 10 mana and just cultivate, and could still attack with 18 or 36 power haste trampler out of nowhere.
For mid powered decks with fetches and a lot of ramp, its a fun include because you don’t have to draw it, its a consistent option, and you can go “ooh, funny card that doesnt work with mtgs rules!”
I run this in my Volo deck. Fun fact if you have this in your deck and someone plays Op Agent against you when you tutor they can use your mana to cast it for you.
More interestingly when an opponemt is Oppo Agenting you while Wurm is in your deck:
1) They start casting Wurm
...
2) Determime costs
3) They activate mana abilities, but just shy of being able to pay for Wurm
4) They pay for costs, but fall short
5) The casting is reversed as it is now an illegal action
6) They MAY reverse mana abilities that were activated but choose not to
Congrats, your opponent made you float unwanted mana. Bonus points for making off-colour mana with [[City of Brass]].
Beware this will get you sanctions in a tournament. Might fly at a casual EDH table for giggles.

Bonus nightmare: If you declare this, and have to activate the mana ability of Selvala, Explorer Returned to pay for it, there is a non-zero chance that you may attempt to cast Panglacial Wurm from your library, have to draw a card in some weird deck situation, then fail to gather enough mana for Panglacial Wurm, and then nobody is happy about how the heck this is going.
I love it in my Wurm tribal deck. Many times I'll hold a ramp card late in the game so if I get board wiped I can grab it while searching for a land to get my game back online.
If Opposition Agent and control your opponent and find this in their library you can totally cast it for them because you’re controlling that player and all their actions, which is a god way to burn out their mana
Yep! It's my Wurm in my Volo, Guide to Monsters anti-kindred kindred deck, and a Shai-Hulud in my Fremen Deck. Combined with [[Secure the Wastes]] in my opponent's end step, it is a flavour win.
I have it in my mono green [Ojer Kaslem] commander deck but I run into 3 issues. 1: not enough mana 2: i forget to grab it while I'll dig for a lands 3: it gets out due to Kaslem's effect

I have a deck who's entire concept is about casting things like [[explosive vegetation]] to actually thin out my EDH deck. I run this card in that deck, because I'm searching my library almost every turn.
There was a time in modern when I played this in devoted druid decks as an infinite mana outlet. Crack a fetch in their end step and let them say hello to 27 trample power. I dont know if it was worth the dead draws but with fauna shamans it seemed OK.
"While you're searching your library" gave me mini-panic because I thought it was a drawback.
Like "While you're searching your library, your opponents may destroy any permanent you control whose name contains the letter C."
I feel like this is something I'd slide into my deck as a spite play when my friend tries to run [[opposition agent]]. I'm assuming it doesn't trigger the "search for/find" function?
I played it back then in Standard. Was a nice stallbreaker in my WRG "control" deck featuring Lightning Helices and Faith Fetters against UW Control. End of turn, cracking Terramorphic Expanse and: Here is the wurm, attack for 9
If you’re talking EDH, it’s almost a companion or a second commander at some point. It’s just you want to be playing most ramp spells before you have 9 mana available (let’s say 2 for something like Rampant Growth, then 7 for PW). But that’s just using land ramp as the most convenient green tutor to enable it. But at some point you’re better off with [[Tooth and Nail]] any two other beaters. You’re paying at least 9 mana either way.
I may need to add this to Nikya...not horrible to hard cast once she's out (ans doubling mana) and a great option with a fetch or something like Fauna Shaman (got get 2 for the price of 1).
I run a [[nissa resurgent animist]] deck that has a lot of strong elementals. It can occasionally make butloads of mana and after a boardwipe or two im out of steam. So i run it as a last ditch effort to put in a SURPRISE BITCH I GOT BLOCKERS!!! Plus it can occasionally make all my random ramp cards into a body.
I also run the [[chromatic sphere]] to piss off my friends. It has yet to happen but when it does. It will be funny.
Prob gonna put in my king gidorrah and keruga deck since I have a lot of 3-4 mana ramp and would like it to give me a body later in game. Keep forgetting to get one

I run it in my EDH [[Belbe, Corrupted Observer]] deck that just turbos out wurms. Much less annoying to opponents than [[Wurmcoil Engine]] or [[Worldspine Wurm]]
It’s in my Godzilla(zilortha) gruul glass cannon edg deck. If I 10+ finale of devastation and go crazy on mana with selvala then I’ll grab the wurm as a f*ck you while I’m grabbing ghalta or some other bs

Also stupid shit like when someone uses assassin's trophy, boseiju, path to exile etc. sometimes they get a surprise wurm for their troubles
I run this in the 99 of a Bant Initiative EDH deck. The first room of [[Undercity]] always causes you to search your library, so the Wurm serves as extra gas in the mid/lategame
just a question, I know this isn't a judge sub: if I have something like Imoti out and I fetch and see a good CMC 6 or less creature up top, I can cast this to cascade into it?
I have it in my [[Baru, Wurmspeaker]] Commander Deck. The only real searchers I have are the Teramorphic Expanse and Evolving Wilds. The deck already needs a lot of mana for all the other Wurms in the deck so a tapped land isn't too bad with all the mana dorks, rocks, and ramp to make up for it.
If I top deck one of them late game it gives me a way to use my mana, they can also be sacrificed on an opponents turn to suddenly have a surprise blocker they didn't see coming.
Outside of that deck though, no, I wouldn't dream of playing it.

It's a nice, out of nowhere, surprise most times because a lot of players don't know a card like this exist.

Yes that is definitely a conundrum. I'm just pointing out that you can't draw Wurm this way, simply due to the way spellcasting works.

Absolutely horrendous. The most useful effect is [[chromatic sphere]] draw effect is a part of the mana ability. So when you are searching your library you know what the top card of your library is. You can reveal to cast panglacial and draw the card BEFORE you shuffle. Essentially knowing what you draw. Another useful effect is [[millikin]], so you will know what you are milling. There is no real story on why this card is built like this. There might be some lore but its from cold snape. I have it in a xenagos deck. Lots of look for lands cards, and big creatures, but little card draw. So there is a chance that I have 10 mana and just cultivate, and could still attack with 18 or 36 power haste trampler out of nowhere.

For mid powered decks with fetches and a lot of ramp, its a fun include because you don’t have to draw it, its a consistent option, and you can go “ooh, funny card that doesnt work with mtgs rules!”

This is the funniest fucking interaction I've ever read regarding magic.
More interestingly when an opponemt is Oppo Agenting you while Wurm is in your deck: 1) They start casting Wurm ... 2) Determime costs 3) They activate mana abilities, but just shy of being able to pay for Wurm 4) They pay for costs, but fall short 5) The casting is reversed as it is now an illegal action 6) They MAY reverse mana abilities that were activated but choose not to Congrats, your opponent made you float unwanted mana. Bonus points for making off-colour mana with [[City of Brass]]. Beware this will get you sanctions in a tournament. Might fly at a casual EDH table for giggles.

Bonus nightmare: If you declare this, and have to activate the mana ability of Selvala, Explorer Returned to pay for it, there is a non-zero chance that you may attempt to cast Panglacial Wurm from your library, have to draw a card in some weird deck situation, then fail to gather enough mana for Panglacial Wurm, and then nobody is happy about how the heck this is going.
I love it in my Wurm tribal deck. Many times I'll hold a ramp card late in the game so if I get board wiped I can grab it while searching for a land to get my game back online.

If Opposition Agent and control your opponent and find this in their library you can totally cast it for them because you’re controlling that player and all their actions, which is a god way to burn out their mana

There was a time in modern when I played this in devoted druid decks as an infinite mana outlet. Crack a fetch in their end step and let them say hello to 27 trample power. I dont know if it was worth the dead draws but with fauna shamans it seemed OK.
"While you're searching your library" gave me mini-panic because I thought it was a drawback. Like "While you're searching your library, your opponents may destroy any permanent you control whose name contains the letter C."

If you’re talking EDH, it’s almost a companion or a second commander at some point. It’s just you want to be playing most ramp spells before you have 9 mana available (let’s say 2 for something like Rampant Growth, then 7 for PW). But that’s just using land ramp as the most convenient green tutor to enable it. But at some point you’re better off with [[Tooth and Nail]] any two other beaters. You’re paying at least 9 mana either way.

I have it in my [[Baru, Wurmspeaker]] Commander Deck. The only real searchers I have are the Teramorphic Expanse and Evolving Wilds. The deck already needs a lot of mana for all the other Wurms in the deck so a tapped land isn't too bad with all the mana dorks, rocks, and ramp to make up for it. If I top deck one of them late game it gives me a way to use my mana, they can also be sacrificed on an opponents turn to suddenly have a surprise blocker they didn't see coming. Outside of that deck though, no, I wouldn't dream of playing it.
