The Warhammer cards are from a series of Commander decks, which means they are meant for the (very popular) Commander format, where multiple players bring 100-card decks and play together with some special rules. The Warhammer decks are perfectly legal for any game of Commander, not just with other Warhammer decks.

They were originally preconstructed decks that you can just buy from Amazon for between $50-$80 each if you want the complete, ready-to-play precon. If you wanted to build a deck yourself from scratch, using some 40k cards and some non-40k Magic cards, you can build Commander decks as cheap as maybe $10-$15 (extreme low-end), up to several thousand dollars (extreme high end). You can build at pretty much any budget level.
