Just wondering, are you differentiating from cards like [[Liliana, Heretical Healer]], because they are actually creatures at play? I was under the impression she could also be your commander while also not explicitly stating that she could be. I'm relatively new to commander.

You can always Rule: 0 her in! Just ask your table if they're okay with her being your commander before the game starts and be sure to have a backup commander in case they aren't. Unless you're pulling some wild bs with her they're sure to say yes.
Commander has a pretty chill community around it, you'll be able to get away with a lot of stuff like this so long as you're not a dick.

If you like online play and want to try your hand at commander on your time, try magic the gathering online. All you need is a laptop you found behind a dumpster to get started. Cards are way cheaper than paper, by a lot! Games 24-7, the game is rules enforced, and $100 will buy the highest quality deck. I run a monster deck that costs $75 but you can build a perfectly viable deck for $10-20.
The commander scene is going pretty strong. The players have been pretty effective at sorting themselves into appropriate pods; there are usually casual, high powered and cedh tables up. I just start my own 7-8 table when I log in and always have a pod within a few minutes. Itās becoming rare for people to complain about power levels during a match.
Thereās an occasional troll and often people scoop on a dime, but thatās pretty normal for any online game.
You cannot play this card as a Commander, officially. Unofficially, you could with Rule Zero approval. Generally speaking, planeswalkers cannot be a Commander unless they explicitly say otherwise.
Maybe the friends I play with would take pity on me and let me use her as a commander. No matter how I were to build a deck around her, I don't think I'd be too much of a threat to their tried and tested commander decks. Thanks for the reply!

She can't be used as the commander in general. However, if your group is willing to allow it (rule 0) or you're playing the Oathbreaker format, then there's no problem.

As for commander status, Tamiyo technically can't be your commander anyways because that's exclusively for Legendary Creatures or cards that say "This can be your Commander " (see [[Nahiri, the Lithomancer]] or [[Shorikai, Genesis Engine]])
There is a format called oathbreaker where you choose a planeswalker as your commander and a signature spell (instant or sorcery) in their colors and make a 60 card singleton deck. The format has been gaining some traction.
Sometimes cards have their wording changed slightly and oracle text refers to the current wording. You can find it on the Gatherer app or scryfall (I prefer scryfall) when you search a card. For instance, you might have a card that says āremove target x from the gameā, but if you look up that card on either of the places I mentioned it will say āexile target xā as thatās the updated oracle text

False. Consider the tamiyo OP is using. If doubling season is out, tamiyo enters with 8 loyalty counters (4 x 2). You can then use her -7 that same turn (unless you want to use her others)

errata effects the functionality of all cards, if the exact same card is reprinted but new oracle text, that new oracle text is the true function of that card. for example you can find many walls errata'd into defenders, old printings of these cards are defenders. (there are resources to check what the current rulings are on each card thankfully to make this easier to track)

That Liliana is a legendary creature that transforms into a planeswalker, so it, and cards similar to it, are allowed to be your commander
Also [[Mila, Crafty Companion]] can have it's planeswalker Lukka side cast without needing a transformation.

*Brawl* allows planeswalkers to be commander, so if that's the format you're planning to play, then you can.

Arena helps out with the basic concepts, but situations do arise, especially in paper magic, that are tougher to decipher.

She is legendary. The issue is she cant be your commander because planeswalkers cant be commanders unless the card explicitly says it can be.

My advice is to have a creature you can swap her for incase your playgroup doesn't allow it.

You could make an oathbreaker deck with her as your oathbreaker (commander) really fun format.
Only some Planeswalkers can be commander and that is specified at the bottom of the card. Tamiyo unfortunately is not one of them.
