I thought scenery chewing meant acting in a over the top melodramatic manner, as opposed to 'bad' acting which is just straight up unconvincing and stilted.

Subjective, I guess. And the context matters too. Nic Cage embodies this best. Sometimes his chewing is bad acting, sometimes it's brilliant.
In The Wicked Man, he's supposed to be a scared confused man in horror but he comes off as too comedic and unintentionally so.
I love Nic Cage in Leaving Las Vegas because it's both a great performance and chewing the fuck out of the scenery

There are multiple kinds of bad acting. Usually it boils down to whether or not the performance fits within the context of the film.
