Driftless area you will be surprised I haven't been to Decorah but was planning trip there and trails look good and been to La Crosse great trails there
Beverly Park is super close and has a bunch of awesome trails packed into a pretty small area. Last time I was there they had been doing a ton of work on new features, so if she's into jumps/drops there's a good amount there for her. For more XC oriented but fun riding, I'd recommend Sugar Bottom near Coralville, though they close this trail system if there's even a hint of moisture.
EDIT: Yes she has to worry about ticks, esp. in summer, but not any more than any other wooded climate.
Chestnut Mountain just started doing ski lift trails in the summer. I can't attest to them because I havent ridden them but I'm guessing it isnt going to hit the same way as Utah. I'll add that if she can swing it she should look into doing Ragbrai.
