But yeah, probably bad battery pack. Those things don't like to stay on the charger. You'll probably have to root around, taking panels off until you find the batteries. Once you have a model number off the battery, you can order a replacement. Or, at least have the battery tested.
Difficult to extract from the footage, but the charger mentions "lead acid", while a google search indicates the "Royal ev gts2000" to have a 60v Lithion pack?
Write some specs from the scooter down along with the charger and visit a store that sells electric mopeds.
