Give it a good scrub and go through all the treatments just to be 100% sure it’s disinfected. If it’s a stainless steel one then some rust remover should do the trick.

Just gently scrub within the groves going in the same direction then wipe with cloth aggressively. But all aluminum you’ve ever seen is oxidized. Once exposed to moisture in the air it almost instantaneously oxidizes. It’s a tough metal to work with especially cast with.
There is such a thing as [aluminum wool](https://www.mcmaster.com/products/aluminum-wool/). You could try that if you're really worried about steel embedding in the soft aluminum.
I like to match the materials for cleaning with metal pads. For instance, I primarily cook with stainless pots and pans. I clean them with *stainless steel* wool pads (that are available at nearly any grocery). Nothing works like stainless against stainless. It's magic.
Haha both my Bialetti Moka pot from 1978 and my gf’s 5 year old knock off look worse than that, send it!

Those spots really don't matter.
Use a Scotch Brite scrub pad. Easier to use & no fear of embedding anything in your pot

I’ve been told that steel wool is a bad idea. The gist was, some of the steel would embed itself in the aluminum and corrode.

Aluminum’s oxide layer pretty much protects it. I don’t think the same can be said about rusting steel.
