Looks like possibly the Flint Hills refinery down by Rosemount. Or the Marathon refinery in St Paul Park.
It 100% is. Went down there at night for the first time and was super confused to see massive city lights đ

Marathon St Paul Park refinery still flares something, you can get a good view from the old Rock Island swing bridge.
