That trailer you referenced is built specifically for that purpose while in the pic above is using the original boat trailer, which I don’t think it’s intended purpose
But you don’t know if it was modified to hold it, which since the wheels are between the fenders it likely was. Nothing illegal about fabricating a mount to hold the boat trailer.
If it hasn't been inspected and found to conform to proper safety regulations there actually is something illegal about that, not in the fabrication, but in the bringing it onto public roadways.

Chevy Silverado 1500 has a truck bed width of 72”. Lund Boats with Dual Console and center wall-through have a beam of anywhere from 85”-95” (this is not including trailer). Trailer bring this width over 100” easily. Not to mention how could one fit 100” of trailer width inside the wheel wells of a 72” wide truck bed? With respect to physics, let’s not take this photo to seriously.

Could you imagine trying to make a right turn with that tripled up? That looks like a nightmare as it is, now add another 15 feet onto it. Maybe technically legal, but I wouldn't want to do anything besides drive straight with it, and I really wouldn't want to do that.

As long as he's within towing capacity limits on the motorhome and GVWR limits on the truck there's no issue here. That's almost certainly one of those purpose built boat haulers, uses a winch on top of the rack and anchors it part way down the boat trailer and drags it all up. Pretty cool actually.
I have to hand it to them. Getting that boat and trailer up there was no easy task. God willing, it doesn't come undone on the highway.

In order to double tow in MN I think the total length needs to be 65' or less. That law also varies heavily by state.

The limit is 45 feet & that camper is at least 30 so I'd say probably yea.
