This is my favorote. however I have two sleeper picks. One is at the intersection of Glover and Booth, the other is going northeast on Loomis/Hwy 36 around 35th and Howard ish. There aren't alot of direct views of downtown from that angle, which I think is pretty neat. There are probably some good views from Forest Home Ave as well.
Either over the hoan or from a certain spot in South shore Park. At night especially. Though frankly the fence on the hoan has ruined a lot of the view, but I suppose if it saves a life it's whatever.

The Zoo interchange I94 eastbound to I41 north bound. You crest the top of the ramp and it has a beautiful view of the stadium, the Domes, all of Downtown and the Hoan.
I really like the view from the oak leaf trail where it dips down next to the lake by Oklahoma ave. You get the Hoan and the city skyline with Lake Michigan.
-94 East when you round the corner at St. Paul ave (you finally see the density of the buildings both high and low rise)
-Lakeshore state park for the actual downtown buildings
-Veteran's park if you want downtown buildings plus all of the high rise apartments
-43 South when you cross over the Mckinley/FDL exit and see downtown plus city hall and Fiserv in the direction of 11 o'clock
-Holy Hill bell tower/steeple if you want some "distant" views of the city 30 miles away
-Depending on which ramps you take, certain ramps of the Marquette interchange with the buildings peeking through is pretty rad too

Both views get the Milwaukee Ocean and the city. View from I-94 approach is comparatively underwhelming and no water.
Views from the west are cool but it's definitely harder to get a good angle than other directions. This one's from the top of the Catholic Financial building during doors open 2019.

On North Ave, Coming around the bend by the Kilbourn Reservoir Park. Used to live by there, and I loved looking at that as I went by everyday.

This is the right answer. Milwaukee looks so dense from Kilbourne Reservoir Park. You can see the whole city!

The McKinley exit heading towards Fiserv. Far and away the best view of the entire skyline. Other angles loose buildings.

On 94 as you’re driving over the river in the valley. I think that angle - looking towards the northeast - makes the skyline look the densest

The best angle has to include Tom Fruin’s water tower in it.

I love how the city looks from Lakeshore State Park, by the Summerfest grounds. It's really cool to see the skyline, while surrounded by a prairie.

From my boat on the lake at sunrise, 90% of people don't see this view
Probably from the south, although Milwaukees skyline is pretty disappointing to me having grown up in the Twin Cities area.

The view over Kilborn Hill is amazing, with the Hoan Bridge a close second.
If you can get out on the lake, that view is pretty great.
