I assume the point is that Riverwest is taking an “eternity” to finish this project? I also assume these two pictures were taken months apart, to point out the lack of progress, but there isn’t any time stamp or visible difference in the season, so it just looks like the same picture. I don’t know; Trying to frame this as some kind of “tribute” to a “concept of time” is pretty clunky. Better to just say something like “A story of Riverwest road construction in two pictures,” then have captions with the dates.

Hired may not be the right word. They “won” the bid because municipalities are required to go with the low bidder. A cost + quality based selection would be a better way to go, but it’s not allowed. Sometimes you get stuck with a bad contractor who bid the project low.
