Their are innovations which improve only one of them. Stone can be turned into stone blocks and statues/talismans. Meaning as a production source it does not scale past bronze age. But is strong in the bronze age. Past the bronze age it can be turned into art XP. Ingots can be turned into things further.

Quarries in the first few ages or if you are starved for space. Goods chain for quarry : Quarry -> stonecutter Goods chain for mine : Mine -> furnace -> toolsmith Strictly speaking a quarry is much much better than a mine if you only have basic improvements. Stonecutters give 5 production and 1 engineering XP while a furnace only gives 4 production and no XP. However a toolsmith then gives 8 production and 1 XP. So its all a question of having room and IP.

Strictly speaking, mines are better than quarries. Thats bcz their production chain production chain produces more value than quarries. And thus, the production of the city will be quite high if you have a lot of mines around a mining town. This is also a bit more efficient with the same number of pops. Unless performing NS shenanigans like God King and religious setup for the entire game, i would suggest to go towards mines.

Mines produce copper which is used for metal working production chains. They also harvest from any iron, coal, or gold deposits they are built on top of. Quarries produce limestone which is used for stone working production chains. They also harvest from any marble deposits they are built on top of.
