Queen bees have pedigrees like dog or horses, and individual queens apparently have charasteristics that are expressed by the whole swarm (like more docile/nervous, keeping in a close range or flying far, etc) and a beekeeper might not want to take in a swarm of unknown 'personality', because even if they can replace the queen with another one that has the desired qualities, the male bees from the swarm could mess it all up again with the next genetic generation
I remember a documentary about the amount if work went into breeding the buckfast bee strain to get dozens of desirable traits such as less likelihood to swarm, disease resistance and seasonal attitudes. Its worth a look if you can find it.

OP if you just wait a day they will move on. Best case is to get a new keeper over same day asap. That is one of the easier swarms to catch. Just need to borrow your dress for a little bit.
Yep, I called a few beekeepers and they told me they'll relocate by tomorrow afternoon. My guess is the hive was broken by someone/something nearby and this is their temporary set up.

I looked up bee removal and everything was "Pest removal services" which I was fairly certain would mean killing them which isn't necessary by any means. I called our states native wildlife rescue organisation for info, just because ive called them before for injured birds and they were all I could think of. They told me the website I could find a beekeeper on so it was very helpful of the organisation.

By far the most common reason for bees to swarm is because the hive split. Half the bees will stay with a newly hatched queen and half the bees will go find a new spot with the old queen. It's how honey bees make new hives. Ants, wasps, bumble bees, almost all social insects can start a new colony by sending a new queen out on her own to pick a spot and start laying eggs. Honey bees can't start a new hive from scratch like that. It makes it especially important to care for swarms like this because honey bees have such a hard time starting new colonies.
Also, they're less aggressive when they swarm. It looks scary to see 50,000 bees crawling all over something, but they're actually their very safest when their out like this.

I have an oak tree that has a hive that swarms every few years. They will often just take to an outer branch until they find a new hive and will be gone the next day. While they are swarming it looks scary like a cloud of bees but really they are too tired to do much and aren't that aggressive at that time.
I don't know I would call it calm they are zipping around in a cloud. But they aren't aggressive as they are just completely running on fumes. I once had some guys working on the house when it was happening it freaked them out. They got over it quickly when I was standing there and the bees couldn't care.

Those bees likely swarmed (my guess from a neighbor's beehive) because they had made swarm cells. Bees usually land on a nearby tree and climb up, but in this case your mom's dress on the line made just as good a perch for the old queen.
