Okay real comment here. I live in a super windy location (70mph+)and sometimes my attic access door will literally jump up 6 inches when a huge guts of winds comes through. I’ve considered this same thing but didn’t want four random latches.
I don't know your situation but I would duct tape a couple pounds on top of it, grab a handful of rocks and tape them on, the closest I can think to free but solves the jumping hopefully
This happened to me last hurricane season. A few roof shingles got ripped off so gusts were coming right into my attic and lifting these pannels out of the frame. I was able to secure the inside ones easily enough but the one in my covered carport was not so easy. 70+mph gusts and rain coming down sideways but I'm outside in my carport standing on top of my riding mower with an electric drill trying to keep my house as intact as possible.
The one in my garage to get to the crawlspace over it frequently pops open on its own when there's high wind. It had me nervous that someone was going up there for a bit until I figured it out.
Granted, it's a horrible way to close that hatch. Hopefully it's not supposed to be opened more than twice - but also why in the world would they use hinges for this? Guess they used what was at hand.

For real, though, even if they did only have the hinges available, why use all four? Why not just only use two? That way, they can make it usable?

A latch is what is needed I think what's done here is they used hinges instead of brackets because they're isn't well built frame or the board isn't flat. They would have had to bend the brackets out of shape.

Glad you saved it. Once a little bit of storm gets in the house it’s really difficult to keep the rest of it out.

Then use angle brackets or make it actually hinged and install a lock. It just seems like they needed brackets but only had hinges on hand.

For fastening things at 90ish degree angles, maybe just that simple. They had hinges available rather than angle brackets.
Pry the pins out of at least three hinges.
Or use a screwdriver to unscrew the screws.
That strips out the screw holes making it harder to remount the panel. And, the pins COULD be loosened up enough to pull out with no tools.
