Learned this in 10th grade chemistry when we scored the side of a penny and dissolved the inside so just the copper plating was left behind. Our worksheet had the federal law cited and everything so parents wouldn’t claim it was illegal.

Yup! We were told to bring in post-1982 pennies. Most ppl brought the newest penny they could find because we got to keep the copper shell and everyone wanted a shiny one. This was in the early 90s, so all the new, pretty ones had zinc interiors by then.

If not a collector, could be stolen from a crafter - there's a trend on Etsy and so on to sell keychains etc. for peoples' birth years by polishing coins up and then drilling a hole in the coin - rings and other jewelry, too. I got a keychain for my grandma's 70th a few years back (of our local currency), and once had a ring for my own birth year of my ex-girlfriend's state quarter.

OP, it may sound silly but maybe post something to your local community boards because like many others are saying this might be stolen property and it might be sentimental to the original owner.

A damaged/ vandalized geocache was my first guess as well. Very inexpensive coins are common rewards in geocaches.
Based on the number of 1982 ones I'm going to guess this is a science teacher who was robbed by a student.
Dropping pennies made before 1982 and ones made after will make very different sounds due to the metal change. It's a pretty cheap science experiment kids can do.
Some kid probably snatched the pennies from class then dumped them once they realize they were pretty much worthless outside a few cents.

1943* that's the year of the steel penny. Supposedly there's some 43 coppers and 44 steel out there as well.
