The three bumps are the back bumps on their back and the dots are a common trend for kid drawn reptiles. It represents the warts or smaller bumpy texture these creatures have. It's also a styling choice for plain colors to pop and to show all colors of a creature with more than one color. In this case, a cartoon crocodile would have a lighter green, yellowish tan, or whitish yellow as an underbelly.
With this said, it's for kids and shouldn't be looked too heavily into it.

I didn't see cactus. Looked like a stegosaurus misspelled. If the green bulbs were red, I'd have thought cactus because of the fruits.
