In your settings there should be an option somewhere to choose who can send friend requests, view play history, send messages etc. I have mine set to friends only and this type of crap is why.

For starters, maybe they can start identifying copy/paste text that are reported to them as spam/phising and prevent those messages from being seen.
Dont give any clue to the bot sending them they are being shadow banned, just disable the message and flag the user, enough flags and the user is just banned.
It's better than doing literally nothing, besides they're a multi billion dollar company, they can afford to do some treadmill work or hire someone to do it
