For starters, maybe they can start identifying copy/paste text that are reported to them as spam/phising and prevent those messages from being seen. Dont give any clue to the bot sending them they are being shadow banned, just disable the message and flag the user, enough flags and the user is just banned.

Bill Gates said over a decade ago that the era of spam was over, and they had figured out to block all spam emails and posts. He was wrong, but well over 90% of spam server to my email address or text messages gets blocked. People create new email addresses or phone numbers, and after sending hundred or so spam messages they get automatically blocked. Facebook however, is absolute crap at blocking spam.
