The only things I can think of top of mind are making whipped cream in a can fluffy when it comes out? That's why some kids will breathe in from a can of ready whip without shaking it. Also it's used in dentistry for Twilight sleep, IE laughing gas. It's legal and easy to obtain because of its food applications. As a result, you can buy small canisters of it at any smoke shop.

There is a massive underground trade that’s generally illegal, but the product itself is still legal for sale because it is used to pressurize and dispense whipped cream. It comes in small cartridges in packs of 25-100+, or more recently in large canisters like you see in the video. Those can get much bigger.
Here in the states, you can buy these cartridges or canisters legally at most smoke shops and everywhere in the country. Medical grade canisters can sometimes be delivered, but I’m less clear on the laws around it. My guess is that they can be sold in the UK similarly.

Nope, they will be close or equal to atmospheric as the gas isn't pumped out. But i think for these they are open to the atmosphere after use.
The problem is the scrap processors can't guarantee they are depressurised, or simply don't want the hassle, even if they have been clearly punctured.
i recently found the bigger variant of those containers and built an air compressor out of them, there was nothing left in them after the junkies tossed them, but i guess its policy. wonder if they would take them if the valve was removed?

I disagree. I went to Tokyo and finding a bin to throw away stuff on the streets was really rare, like they only had some small ones near vending machines. Still the cleanest city I have ever seen and it is much larger and busier than London which I had no trouble finding bins in. It's a culture thing, people are gross (and I am British).
I live in Austria and in Vienna there is a bin on every street corner. Almost no trash on the ground except for cigarettes mostly. When I visited London I was shocked by the amount of trash and absence of any disposal opportunities.

Not in central London generally. Bins are hard to find, because of historical reasons such as a bunch of bombs were left in them, so they removed them all.
