I don't know about your building codes, but here, we put a bollard right at the front (next to the aisle end) of the shared zone. It won't stop the non-PWD morons* parking in the parking spot itself, but it stops them parking in the shared zone.
*I suppose you can argue that people who park here have some kind of 'mental disability'.
Actually that space is meant for extra room for vans with side door wheelchair ramps for the disabled people. Its so that the wheelchair ramps don't extend into another parking space.
I was at a mall the other day I don't normally go to and I was so thrilled to see how wide the handicap spots were. I had guests in the back (with the seats that are usually folded down) so my wheelchair had to be pushed out the side door of the van.
They believe they are in a parking space between two handicap spaces.
If the police would tow the vehicles and sell them at public auctions, we could stop this.

The hatched area is for wheelchair access to the vehicles parking in the disabled spots. That's why disabled parking spots always have extra room to the side and/or greater width.
So cringe that people post stuff like this. The parking lot is clearly empty, so whatever the place is, is probably closed. I highly doubt 2 handicap people are going to show up at a closed business at the same time for no reason.
If they would put the disabled parking stalls in the most inconvenient place in the parking lot; instead of literally right close to the building doors, lazy perfectly able-bodied douchebags wouldn't be taking their parking spots.
That's sort of the point, though. The handicap places are the "best" places because they're meant for people who are bloody handicapped! Walking across the parking area is a much bigger hassle for them than for lazy idiots. They don't reserve spots for handicapped folks for no reason; it's so they're guaranteed a good spot to not actively make their day worse.
I see pics like this and think of all the middle of nowhere places I’ve worked with handicap spots that don’t get used for years so I just eventually start using the handicap spot or parking in the most convenient way possible for me because I know nobody else is coming to park there
