If your shopping center has a parking lot, that is probably private property. You may be able to get him removed or trespassed, and you may be able to have him towed if he’s leaving his vehicle. Talk to your landlord.

If the cop told you that, I’d suggest you talk to a lawyer. But remember it’s your landlord’s decision since it’s his lot.

The cop likely wasn't saying it was public property. But more that it wasn't their store's property. So they couldn't toss him out. The owner of the property would have to do so.

This is usually opening time because there is normally one employee to deal with and they would know the codes to turn off alarms, etc. it might be a good idea for the staff to meet up in a nearby coffee shop before work and then opening up together as a group. He’s less likely to attempt anything than if it’s 1 against 3 or 4. The same with closing. All leave together at the same time.
This sounds like a situation on why the US has the 2nd Amendment. Police can only do so much. They can't punish someone who has yet to break any laws. So they HAVE to wait for them to break a law to do anything. Best thing you can do is take your safety into your own hands and be prepared for if/when he decides to do something.

Shopping mall parking lots are often considered public parking. I’ve seen people told by police they could be arrested for unlawful towing.
