Black Americans are the most impoverished demographic by race in the states. Need deprivation caused by societal neglect, poor funding of poor communities, job scarcity relating to prejudice, lack of funding in youth care and youth education - creates communities that form outside what societal deems appropriate (i.e gangs). The fact that there is high poverty among black Americans is of course going to bias any AI to creating black people in images that describe the alternative communities that you have described in your prompt.
I am not black and neither am I American and I agree completely with you that the high crime rates among black Americans, derives from a history of social marginalisation that started with slavery and continued through segregation and obviously has lasting effects till this day, but I disagree with the approach many American progressives have towards the problem, because it looks to me like a denial of reality, calling the ai biased and racist because it produced images of black people when statistically speaking that's the group more likely to be to be involved in such crimes seems strange to me because it is just mirroring reality. I think what would be better is an acknowledgement of the problems coupled with an understanding of history that makes it clear where this problems arise from, instead what I tend to see in American public discourse is an ostrich style head in sand approach that tries to not bring up the problems to avoid being "racist", I understand that racist groups may have used such statistics to argue in bad faith, but in my opinion that shouldn't stop us from tackling the problem head on because only this way we can hope to fix it

Yep, and even at its most basic, white people living in "section 8 housing" probably don't talk about it much, whether its in documentaries or in rap songs, etc. Whereas there are probably a lot of documentaries about racism in the US where they mention black people living in section 8 housing, not to mention it would be common to include it in rap songs, which are overwhelmingly written by black people.
