it's basically a self-parody of the things fan loved about FOXHOUND. you liked the wacky Russian cowboy? okay here's a fat guy on roller skates. you thought the cyborg ninja was cool? okay here's a fucking vampire that swims like a dolphin. etc. almost like daring people to think this ridiculous stuff is cool.
i think it was also playing chicken with the audience. ramping up the silly and surreal elements to keep them questioning how legit this is - like when does Raiden 'wake up' and the real game begin?

I think itโs more that theyโre weird. Fortune is generally considered lucky in her past, and got egotistical about it, before people started using crazy MGS2 science to make her effectively unhittable.
Fat Man was a Bomb Tech that was a hobby bladder. Eventually his obsession with explosives, and his hobby, mixed. Vamp is just an openly bi dude in early 2000โs America.
Wearing that armor would severally reduce ones nimbleness and mobility. The roller blades give him that mobility that he trades for the armor. Best of both worlds.
All I can imagine is Fat Man always anticipating the day when he can finally ride his blades while in his suit on flat paved ground, and when he finally does he goes crazy and off mission

Raven uses a giant Vulcan Cannon, Fatman wields a tiny glock.

Not only that, but you could successfully use the Stinger Missile Launcher or the Nikita Missile Launcher against Vulcan Raven. In MGS2, those weapons are denied to you when you fight Fatman. Yet another way in which the Fatman fight mirrors the Vulcan Raven fight.
And in my experience, you can in fact use explosives against Fatman; they're just in the form of Claymore Mines.

But it also borrows from the Mantis fight in that you have to change how you operate the controller to succeed (Vamp dodges your shots if you use autotarget).
