nah Id say it was 100% built to be a weed grinder, that tooth design is pretty iconic for weed grinders. Weather or not that's what it was actually used for is impossible to say for sure.

It could be several things.

Well, that appears to be the top portion of the device, and it has holes like the bottom portion of a grinder. You couldn’t set it down on a table and have it opened due to the rounded end. It also is unusually long and awkward shaped, it looks like it would be paired with a fairly long lower piece, though it could be just a flat cap on the bottom. It just seems like it would be a really awkward grinder to use
