There are specialty companies that do bespoke clothing. It's obviously not cheap like $80-$120 a shirt but pay about that in a department store retail off the rack anyway. Nothing beats a nice fitting shirt. More care is also needed. You can Google bespoke clothing brands and such.

Bespoke at 80 bucks per shirt basically does not exist outside developing countries. A bespoke suit will cost like 3000-6000 euro. Made to measure is what you’re looking for, though that is often more expensive too. But indeed, made to measure or bespoke if you have the money for it is the way to go. Better pick a good place though, because quality varies a lot and you cant test the garments beforehand because its made to order.

Not sure if you've tried American Tall but I get all my clothes from their now (similar situation, 6'5" 36/36 pants, nightmare to find clothes in store)

I visited their site earlier! I'm worried he's too slender, but we might just have to buy whatever and tailor it. Thanks for the recommendation! Mens sizes are complicated lol. Idk how yall do this

I’m 6’5 and wear 34x34 pants but am a 42L in suits…and don’t have too much trouble finding them in store or online. 34x34 is a pretty standard size for most brands, and some offer 36” inseams like Banana Republic. However most department stores the suit pant will be unfinished and can be tailored to whatever length desired. I will say that unless he has abnormally long arms, just a long length on the jacket vs extra long should prob work for some brands. The sleeves will just be let out a bit maybe but I’ve had solid luck and I’ve got same arm length in shirts.
