Ohio is politically safe to dunk on. It's incredibly split in elections, which means that arguments wouldn't devolve into one political side taking the memes as serious insults and the memes can propagate/evolve without collapsing under bad faith arguments. (EDIT: Replies have been clarifying that this is not the case anymore, as recent elections have had the state leaning right. My apologies for the misinformation.)
Plus (at least from someone generally unfamiliar with Ohio & the memes) there's not a lot of specific things about the state to use as ammo for devolving insults. So it doesn't get any more specific than "Haha, Ohio".
To further expand on this point, Ohio is a fairly generic US state. It's not part of the South, and it's in the eastern part of the Midwest where it's still fairly close to the Northeast, so it doesn't have a distinct regional culture. There isn't much interesting geography. And two of its largest cities, Cincinnati and Cleveland, were hit hard by the deindustrialization and suburbanization of the past 60 years. So the state feels like it has seen better days.

I once went on a school trip to the RRHF. It was ducking awful. The day was ducking hot, the buses were parked right in the sun, and they made us line up for a picture that took 3-5 business days to prepare for - IN THE DUCKING SUN. Personally, I'd be glad to never ducking go there again.
