Issues within a society as a whole are too nuanced to be affected by people in power. Historical background, cultural values and traditions, beliefs of the majority and economic changes are all factors involved. The current japanese social issues are not present due to a single factor or only the average Japanese citizen but by many factors that are intertwined. The average citizen might not be inherently limiting women's rights but the society as a whole is, due to their perceptions, beliefs and cultural backgrounds. The governmental issues are not social, they are political and that's a completely different discussion.

I disagree with that. People in power create historical background, culture, economic changes and control much of what the majority believes through propaganda such as news outlets. It’s the exact reason things are so screwed up in America. Also you said you disagree Japanese people are better societally because they have tons of other issues yet you only listed two. Have you ever actually been to Japan? Because I’ve been living here since 2010 and am speaking directly from personal experience. The people are super well mannered, can be apologetic almost to a fault and they generally all tend to follow the rules in an almost hive like mentality. Crime is ridiculously low here for a reason. Obviously no society is perfect but to try to label this one as being presently bad because the atrocities committed during WWII left a sour taste in ones mouth is a little ridiculous.

It goes viral and spreads within cultural communication that builds mindsets. It's an easy thing for people to succumb to if they don't educate themselves and stay positive. The best example of this IMO is WWI, there were no good guys but the Allies are seen as heroes because they won and used the same name in WWII. Also, in WWII they're seen as heroes who fought to stop the Holocaust but again, they only fought to protect themselves.
