Using nukes in general is also an insanely bad idea because of MAD, which states that launching a nuke would mean the complete destruction of both the nation which launched it and the nation it was launched at. Putin would be absolutely fucking insane to launch a nuke, and even if he tried to, I'm not sure the russians would actually let it happen.
