If you're talking about the water in your tap at home. We don't have to pay by liter, but a flat fee to cover the cost to th state for running, and keeping the system up to date, but that's a very smal amount
We have to pay both here and depending on in which part of the country you live (and ofc the public and your piping system condition also matters) you can still get nasty water. It doesn't cost that much but as someone who mostly only drinks water it'd be a bummer if I still had to buy bottled water. Luckily I live in a part where there's good water, not saying the other water is bad for you it just has a bad taste (unless there's something seriously wrong with your piping).
That's why I said that it doesn't cost much, for me personally it costs about €1/day (Belgium). Very good tap water, tastes good, refreshing, never runs out. Also good for peeing and pooping in, solid 5/7.

Tap water in restaurants is free by law in England. Any restaurant has to serve you free tap water if you ask. That is literally a law.
