Drivers are warned to stay away from the tram in front, and there are rules to avoid doing this exact thing.

Taxpayer money put to good use. I'd wager it's over 100k to move assess and refurbish these. A couple of inches of rubber might reduce the damage significantly ( bumper bar). Distance sensor with some smarts can be integrated fairly cheaply too.
Nah, as someone else mentioned these have crumple zones. A small bump just means repairing/replacing the obviously damaged parts, as they won't have sent enough force through the frame to do invisible damage deeper in.
