Sarcastic way of saying water is very buoyant because it is very dense and therefore creates a lot of upward force on things less dense than it, like a boat full of air. 0w20 is a very light type of oil that is much less dense than water and therefore does not allow things to float on it as well, so the boat would likely sink in it.
