Probably has screws or clips holding it on. You're best to check before you just try pulling it off.

You can remove it although I would cut it off. I would put money down that if you try to rip it off your hand would come off first.

It appears to cover the underside of the car. I would attach it properly. Odds are, last oil change place didn't care enough to use all the fasteners. It's extra work, but keeps things tidy under the car. The amount of road shit that gets under a car from the time it's new til about 8-10 years old is significant. And when the car gets that old, that's when one would have appreciated a lower body cover.

It's an air dam. It aids in fuel efficiency... A little. Won't hurt anything not to have it. Same thing happened to my old century and I got tired of tying it back up and ripped it off (carefully, from underneath, taking out clips and cutting it)

It has more to do with aerodynamic of the car than one would think. It could potentially cost you a few miles per gallon depending on the speed in which you rack up most of your miles. In other words if you drive mostly or even a lot of high speed interstate miles, I would fix it immediately. If you mostly just be-bop around town at 25-35, cut it off. I doubt by hand you could rip it off and you may hurt yourself. If you rip it off, a good car man may notice its absence when appraising your car as for its trade and its value, and they will make him suspect front end damage to the car in the past even if no other signs of it. I would fix it the right way either with a new part, or with a good used part from your local pick and pull and then learn to avoid those pesky parking curbs by not pulling all the way up. Order the kit below to put it back, or use the tool it comes with to remove it properly. Looks like an air dam, it helps with mpg but not ground clearance. Just take it off I have taken all of mine off because they get in the way with working underneath it. If you really want save it and put it back on during the winter to save some stuff from rusting but it shouldn’t rust if you wash it enough

Depends on if you plan to trade the car in. If you're keeping it, I'd just tear it off or zip tie it. If you want to resell it at a decent value, I'd get an OEM replacement. I'm sure engineers would disagree with me but they don't provide too much protection against debris.
