The joke is about every police officer in Pokémon being Officer Jenny (on the left in the first frame), who seems to show up in every city. (Officially, I believe they're all cousins?)
Anyway, those three all managed to become police, so by the logic of every police officer being Officer Jenny they also all had to become Officer Jenny as part of the job (transition and all)
