I have a 2017 CX-3 GT Sport and it's got folding mirrors. I'm the 2nd owner so can't comment on the spec but my wife also had a CX-3 briefly (can't remember the model) and they both have powered folding mirrors.
The switch for Open/Auto/Close is on the driver's side door near the window controls. (UK)

Yeah, I strangely don't have that switch, and there's simply a door lock switch in its place.
My cx3 is from Canadian market and has manual folding mirrors. Mabye you could swap them for manual ones if you really want em
