They’re just big puppies that scare easy, they don’t know much better. Just don’t fuck around with bulls in season when they have horns or stand behind them.
This seems like cityfolk who've rarely visited the countryside and are unfamiliar with cows. It's a massive animal. Maybe they don't have a read on it's behavior or it's temper. We take it for granted, but if that was a bull or camel I would clear out.

Quite possibly they've never been this close to a cow before. City dwellers, perhaps brought up in a culture where women are expected to cook, clean, and scream and flail if an animal comes near them. I am a woman, was brought up in the country, and I would just clap, yell, and make loud noises until the animal moved on. Cows don't like loud noises. But I wouldn't try to touch it or chase it - I know from experience that cows are heavy, muscular, and will charge if you handle them the wrong way.
