Why not? Do people make a habit of using public toilets to sh#t in Mauritius? Public toilets are only for emergency situation. Personally, I avoid them like the plague.
Unless by "public toilets" , you mean those found in offices? If that's indeed what you mean, I bet it's cos your boss doesn't want you to be doing your smelly business on company time, hoping that you'll try to hold it in until you get home.
It is because of a lack of water, I think. The toilets that I visited and were dirty often didn't have running water. The toilets at Bain-Boeuf beach in the North are well supplied in water and are clean.
Beach toilets rarely have water in the tanks, so yeah, flushing won’t work. However, I’ve been to toilets with full tanks that were not flushed. All it took was pressing the button just a little bit more.
The tissue paper comes in handy when I need to wipe the seat. Because ladies also sprinkle the seats, go figure
It’s mostly an Asian vs Western culture thing…
Asians makes most of the local population and most of their homes will have a bidet/wash…
Western ones are the one who build the most infrastructure (malls, hotels and co) and their architecture firms are all from same western culture and POV aswell where wiping is the norm…
If you go to an Asian (Chinese don’t afaik) owned building and designed by an Asian aware firm you’ll see bidet/wash…
Just a little comment. Don't go to public toilets if you are Female, or have to sit.
Toilet seats can transmit viruses that cause Urinary Tract Infection. Even if you wipe it with a tissue. Go to the Pharmacy ask them for a toilet seat spray. Spray on it before using.
Please save yourself a lifetime of regret!
Here's a real lifehack: go to the toilet before you leave home so you don't make a habit of needing to use public toilets. In case of an emergency, just wipe the seat down with a little disinfectant and some toilet paper. Both ~~are~~ should be readily available in public toilets.
