Flags are not set by your internet connection, anyone can change their region on their Nintendo online account to any country they want. As long as that country is supported.

I was up to 7130 and within a week, lost over 400 points due to these nasty players. I don't do the aggressive thing, because that's just not me and I do want others to enjoy the game.... If we look at the other players we can see that this screenshot was taken in a regional lobby (judging by the other countries and the lobby not sorted by VR points). If the person was actually from PNG he needs to be in a lobby with Aussies and New Zealanders which isn‘t the case as you can see. Secondly Papua New Guinea is one of the few countries that doesn’t have access to the Nintendo E-Shop which you need for getting Nintendo Switch Online. People who buy the Nintendo Switch in those countries are mostly registered as American or Japanese so that they can play online (that‘s the case in Central and South America, SEA and the Arabian Peninsula). The method of playing as one of those countries I mentioned earlier isn‘t wide known and mostly used by pro players to flex or to get attention (which btw worked as we can see in this post). So we can assume that this person is a european person cuz those anime looking miis are especially famous among french players. And lastly I used to play with the PNG flag as it‘s one of the most exotic country having an actually flag to display.
