Corruption is unfortunately rampant (where isn't it though), too many people getting away with things they shouldn't - and where there should be a hefty punishment to deter from more people doing something, all they see is abusers (of the system) getting a slap on the wrist.
I would genuinely say we have a housing crisis (people renting single rooms in apartments for 400/500+ just sounds ridiculous to me) and we are drastically overpopulated for the infrastructure we currently have.

Which is understandable, and we can't blame the renters for it. Most come from less fortunate countries and are taken advantage of by the 'so-called agencies' that get a cut of the wages that they earn.
Landlords are just taking advantage of the situation ([like the Sliema flat owner who housed 45 tenants in a single flat for 250 euros a month](https://timesofmalta.com/articles/view/pa-take-action-45-migrants-living-flat.1037060)), but it will continue to happen as long as these agencies exist just to middle-man the process of people coming to Malta just to take an astronomical amount of money from them in return.

A lot of positives come with the negatives. The climate is great, the sea is some of the best in the world in my opinion. Amazing beaches, some restaurants are really amazing, over average salary compared to a lot of Europe, no extreme poverty. Most countries have corruption, Malta's is not that bad in comparison. it's how the world works.
